摘要摘要 摘要 摘要 随着世界经济一体化进程的加快，关税壁垒越来越作为自由贸易发展的障 碍被各国所抵制与反对。在一些发达国家，贸易保护主义开始由传统的关税壁 垒转向各种非关税壁垒。其中，绿色壁垒，虽然才刚刚问世不过十几年而已， 却以其独特的优势不断迅猛发展，被各个发达国家竞相采用，而今已成为影响 国际贸易的～个重要的贸易保护措施。我国于2002才刚刚加入世界贸易组织， 对于国际贸易明显经验不足的中国企业来说，绿色壁垒已经成为发展国际贸 易、抢占世界市场的巨大障碍，由此产生的贸易摩擦和争端不断出现。 本文通过论述绿色壁垒的形成、发展、特点、形式后，详细分析了其对我 国的出口企业竞争力的影响，然后又按照其形式论述了其对我国出口商品的影 响。通过介绍一种全新的发展模式——绿色经济，提出了其发展模式和评价原 则，在此基础上，构建了绿色经济发展框架。然后通过对山蓖省发展现状的调 查与分析，提出发展绿色经济是山西突破绿色壁垒，实行可持续发展战略的根 本。晟后，结合山西省“十五”计划和2010年远景规划，从宏观上提出了发 展绿色经济，促进可持续发展的对策。 关键词：绿色壁垒，绿色经济，可持续发展，对策 AbstractAbstract Abstract Abstract witll the development of world economy integration．all counnies reject and oppose tariffbarriers which have been one ofthe obstacles to the development offree trade．In some developed countries，wade protectionism has changed into non-tariff barriers from conventional tariffbarriers．Green Barriers，which has come out only tens years．develop very quickly and are adopted by many developed countries for the unique advantages．They have become into one of the most important protection measures influencing internafional trades．Being a new member,China just joined the WTO one year ago．As for Chinese companies lacing intemafional trade experience，Green Barriers have been a large obstacle to develop international trade and share world market． Through discussing the appearance，development,specialties，forms of Green Barriers,this paper detailedly analyzes the influence to the competition power of exportation companies and then according the forms discussing the influence to exportation goods．After introducing a new development mode(Green Economy)， we set up the development mode and the analysis principals．Then based these we establish the development frame of Green Economy．Through investigating and analyzing developmental conditions of Shanxi province，we raise that to develop Green Economy is the fundamental solution to break through Green Barriers and carry out the strategic of Sustainable Development．Finally，according to the tenth five-year plan and t
