II II THE STUDY OF MODE OF PROJECT RESOURCES MOBILIZATION OF THE FOLK PUBLIC WELFARE ORGANIZATION: A CASE OF GUANGXI BAGUI VOLUNTEER ASSOCIATION ABSTRACT The emergence of folk public welfare organizations’ resource mobilization reflects the urgent demand of social services and the new trend of social organization behaviors. This paper, taking GuangXi BaGui volunteer Association as a case, and the resource mobilization theory as well as social network theory as theoretical guidance, emphatically discusses how a folk public welfare organization mobilizes the public resources required to meet project running. It is analyzed on two aspects: the folk public welfare organization dynamic mechanism to mobilize resources, and the relations between the essential factors of mobilization. After participant observation and interviews, the followings are founded: There is a mode when the folk public welfare organizations mobilize resources to meet project running. Because the operational mechanism of the mode is revealed by that the resource mobilization dynamic mechanism of power transmission medium, the power III III transformation conditions and the monitoring of dynamic transferring process are all linked smoothly; and the relationship between the basic elements of resource mobilization mode (the main body, knowledge, resources, and action strategy of mobilization) presents the characteristics of stability and regularity. This mode is named social network mobilization one which is a new type. In the limited public resources environment, in order to make the project work, the folk public welfare organizations as the main body, making positive interaction with citizen, government, media, enterprises and other social organizations, relying on the Internet, explore the driving force of resource mobilization, carry out its transformation and monitoring feedback, and integrated with the informatization, ethicalization, legalization, marketization and social relation networke
