中文摘要摘要 中文摘要 摘要 作为地方行政管理职责执行主体，地方政府公务员对当地社会经济的发展与 社会安全的维护发挥着重要作用，研究公务员考核机制对其工作积极性的调动极 具重要意义。基于现代市场经济环境，怎样将政府领导与调节作用充分发挥出来， 确保社会稳定与安全，可以说是我国政府行政管理中所关注的重要课题，采用绩 效考核的方式有助于与其设定目标的完成，有利于提升工作业绩，同时也有助于 充分发挥公务员职能，提升其内在工作动力，对公务员能力与知识特征加以认识 与了解，有利于实现公务员应有价值。 地方政府在实践过程中，在考核公务员绩效问题上依旧存在大量缺陷与不足， 尤其是绩效考核指标依旧存在可操作性、针对性以及有效性严重缺乏等问题，而 且这些问题对正常实施地方政府公务员绩效考核造成了严重阻碍，甚至会对地方 政府与部门行政绩效产生影响。所以，不断强化地方政府公务员考核，对提升公 务员考核指标可操作性、针对性以及有效性进行积极探索极具重要价值。本研究 通过对国内外方法与理论进行吸收与借鉴，并以辽宁省康平县财政局公务员绩效 考核为例，对公务员考核现状与所存在的问题进行深入分析与研究，寻找问题产 生的关键因素，理论与实践相结合，就怎样制定与部门、单位相适合的公务员绩 效考核指标，以此不断提升公务员考核指标的可操作性、针对性以及有效性，为 地方政府公务员考核指标机制的优化提供更为有利的借鉴与参考。 尽管本研究对康平县财政局公务员考核指标的优化提供了很多方法与思路， 然而，依旧存在很多缺陷与不足，比方说，没有细致划分被考核者，相对处级领 导而言，就算是在一个部门、地区的处级领导，因为其分管的工作内容有所不同， 所以在运用同一种考核指标时也存在不合理之处，对康平县财政局公务员绩效考 核指标机制予以创建时，主要是提供思路，权重分析绩效考核指标，要素间比值 仅仅是本研究笔者的自我理解，所以难免会存在不客观之处。 关键词：康平县财政局；公务员；绩效考核 万方数据 英文摘要ABSTRACT 英文摘要 ABSTRACT As implementation of the main duties of the local administration，Development of local government civil servants and social security to maintain the local social economy plays an important role．Based on the modem market economy,how to regulate the role of government leadership and give full play to ensure social stability and security,Can be said to be an important issue in Our government administration are concerned，the use of performance appraisal approach helps its set goals complete，help improve work performance，but also help to give full play to the functions of the civil service and enhance its intrinsic motivation，ability and knowledge of the characteristics of the civil service to knowledge and understanding，it is conducive to civil servants should be valuable． In particular the practice of local government，the civil service performance evaluation there are still many shortcomings，particularly as an important basis for the assessment indicators there is lack of specificity,the lack of maneuverability and a lack of effectiveness of many other issues，these problems It has seriously hampered the performance evaluation
