AbstractAbstract Abstract Abstract The situation of water resources in our country is very serious，water resources per capita are increasingly short， water ecosystem is damaged seriously,conflicts about water are one by one，and the conflict between supply and demand of water resources is increased day by day．Also it conditioned the development of national economy and society．The theory of water fights and water-fight market opened a new avenue for relieving these problems，SO to establish a water rights system，which is permitting water rights trading，is essential．It is also for utilizing water resources more efficiently and more sustainedly and for socioeconomic sustained development．Now the obscure definition of water fights is a bigger impediment to establish the water rights system permitting water rights trading，SO we must give water rights an explicit interpretation，and define the initial water fights．As the region which is relatively rich in water resources， the Taihu Lake basin still faces urgent water problems．So in this paper based on quoting both domestic and foreign studies about water fights system and water rights trading，the establishing of the system，the allocation theory of initial water rights and the mathematical model of initial water fights allocation between regions in a basin is studied，and then the theory and the model are applied in the Taihu Lake basin． The main contents of this paper are noted as following．Combining both domestic and foreign studies about water rights theories and water fights system，the concepts and the signification of initial water rights allocation is explained，the situation in our country is analyzed，establishing water rights system which permits water rights trading is suggested，and the characteristics of our water right—market and the approaches of water rights trading is studied． Then the overall and specific principles，the stages of initial water rights allocation and its process are studied．And then index system of
