It has shown a certain industry characteristics and laws for mechanisms, industrial organization and spatial layout after 20 years of exploration. The vast majority of domestic high-tech industrial development zones has gone through the second undertaking and gradually steps into a new stage. At the same time, there are many infant high-tech industrial development zones, especially some provincial ones, facing the bottleneck phenomenon in industry development and zone construction. Owing to the national high-tech industrial development plan, the fate of high-tech industrial development zones is not so simple to rely on benefits. Whether a high-tech industrial development zone is upgraded or revoked should be analyzed by synthesis. We should find out a more comprehensive evaluation system to analyze the current situation of the zones. Based on the need in scientific evaluation of the high-tech zones, this paper takes an exhaustive study of Liuzhou high-tech industry development zone in depth. The problem of the high-tech industry development zones involved with structure, mechanisms, functions and layout. This paper is written in the view of urban planning. It sets up an exhaustive evaluation system to analyze the industrial spatial layout of Liuzhou high-tech industry development zone. In the evaluation system, outside urban industrial space effect is analyzed in macro level, land use structure and space efficiency is evaluated in medium measure. Both physical space and industrial economic space of high-tech industry development zone are squared up.
