脚 脚YM1 舢8㈣0 M6M3 ㈣2舢1 Abstract Governance Innovation(refered to as GD，which is originated from the govemance concept，is an innovative reform for the government to achieve higher administrative efficiency and a maximum of public interests．The reform requires cooperation of government and other units together，because joint efforts from both sides are needed for US to realize the effective integration of social resources．The citizens，as atoms in a society，make up the fundamental and the most important part of society and they are combined in various patterns and through different channels to play a more and more important part in social political lives duringthe progress towards democracy．Therefore， citizens involvement is demanded in GI and the govemment should focus more on public wisdom．The course of GI should be not only communication between the government and its people，but also cooperation between the two to cope with inconstant objective factors，public problems and public affairs．In such course the government will -^、，，^ develop new administrative approaches and set up proper cooperation network，and then reveals the Citizen’S Participation in Governance through Internet(refered to as CPGI)． As a new method for citizen to get involved in govemance，the unique advantage highlights the value and significance of CPGI in government administration．But the shortcomings of the interact also bring about inevitable problems such as incomplete coverage of citizens，emotional·oriented participation and development without regularity．After full analysis of those problems，we carl look for resolutions from three different views to promote CPGI．The three views are：participant’S view，receptor’S view and the view leading to environmental optimization．To explain it specifically， rational mode of CPGI should be established with cultivation of matured participants to enhance subjectivity of citizens．Government’S service·oriented administration should be formed and E-governm
