江苏大学硕士学位论文 江苏大学硕士学位论文 ABSTRACT The Village and Town Government which iS a kind of basic administrative unit m countryside takes responsibility for all politics，economics and societies affairs in its own region．The village and town Government is a bridge of our party and government contacting the mass，the direct leader,organizer and promoter in the Tree Rural Problems， playing a vital part in all administrative systems，and also the most important organizing power constructing the socialism new countryside．ARer the reform and opening-up，the village and town government has been regenerated several times，however,some seriously deep-rooted problems still existed，such as many superfluous organizations， power-centralization and abuse ofpower,and SO on．After canceling the farmer’S taxation, SO that people begin to question the function and action of the village and town government．Nowadays，as the‘ecological environment of rural administration’has changed a lot，it brings forward higher demand and standard to the village and town government．As time goes by,how to adapt and meet the needs of new situation，how to transform the function，how to improve the public administration standard，and how to advance the construction of the socialism new countryside are obviously urgent． This dissertation is made up of the following five parts．The first part mainly discourses upon the background and the meaning of this subject and traces back its current research situation home and abroad．Based on this，it points out some research paradigms．theory and methods to present basic frame and thinking line．The second states general and special meaning and connotation of the function transforlnation of the village and town government．The third analyzes the cause of the function transformation of the village and town government from internal and external factors by meall$of administrative ecologic theory tools．The fourth analyzes theory foundation and internal requirements of establishing the service
