The new type of rural cooperative medical care problems and Countermeasures in implementation research of Gaomi City Abstract Thenewruralcooperativemedicalsystemfunctionsthroughgovernmentorganization,guidance andsupport.Itisahealthcaresystem,mainlyforseriousillness,thatisrunbyfarmervolunteers, andsupportedbyindividuals,collectivesandgovernment.Since2002,ourcountryhas experimentedwithimplementingthisnewruralcooperativesysteminsomeprovincesandcities, andgraduallynationwide.Nationally,bytheendof2007,therateoffarmersjoinedthissystem addupto70%. In2003,Gaomi cityselectedfivetownsto implementatrialofthenewruralcooperativesystem. Accordingtotheincomeperfarmerin2002,thegovernmentdeterminedthereasonablecost peasantsshouldpayandtheamountofgovernmentsubsidies.Insumminguptheexperienceofthe trialwork,Gaomicityhadfullyimplementedthenewruralcooperativemedicaltreatmentsince 2005.Sofar,100%offarmershavejoinedthissystem.Furthermore,theproportionandcategories ofreimbursementincreasedyearbyyear. The process of implementing the new rural medical cooperative has been restricted by many fac tors such as the lack of experience, management , being influenced by the finance and personnel . The newrural cooperative medicalsystem does notappear to be satisfactory,based on the followin g several aspects: firstly,the policy isnot perfect. In theimplementation process ofthe new rural c ooperative system, Gaomi City constantly came up against various rules, such as reimbursement, management, punishment, and so on. Because of the lack of some systems, the management syste m is incomplete and it is necessary to strengthen the management system. It is necessary to enhance the management. Secondly ,fund management is not mature. The fund of the new rural cooperative medical system hasn t formed a management, operation, investment mode as mature ’ as social security. It hinders the development of new
