摘要国有企业是我国国民经济的支柱，曾经发挥了巨大的历史作 摘要 国有企业是我国国民经济的支柱，曾经发挥了巨大的历史作 用，但由于传统体制的长期影响，历史形成的诸多问题，市场环境 的急剧变化，相当+一部分国有企业还不能适应市场经济要求，经营 机制不活、技术创新能力不强、社会负担沉重、经济效率下降，总 之，国有企业必须改革。 国有企业改革的核心是企jIk产权制度。本文首先分析了产权及 产权制度的涵义，并分析了产权制度变迁的原因，接着对公有产权 内涵及国有企业产权内在特征作了探讨。然后，对产权模式及效率 进行了分析。在此基础上，分析了国有企业产权效率及成因，并指 出当前国有企业产权模式的缺陷。最后，基于客观实际，提出了我 国国有企业产权制度的新模式——泛股制，从理论上论证了泛股制 的必要性，实现途径及现实基础，并通过案例从实践上论证了泛股 制的可行性。 关键词：国有企业产权泛股制 AbstractThe Abstract The state—owned enterprises are the backbone of China economy；they have played a very important and historical role． But because of traditional institution and the volatile change of market environment,the majority of stake—owned enterprises can7t meet the market economic nee击which gives rise to many problems．such as the inflexible manage system，heavy debt，the shortage of the abil时of technology innovation and declining economical efficiency．In short,the state—owned enterprises must be reformed． The core of the reformation of state—owned enterprises is the institution of the enterprises property rights．First,this article analyses the property rights，the institution of property rights and the reason of enterprises property rights vicissitude．The following is an exploration of the public property and the character of the state—owned enterprises property institution． Then,the author analyses the property model and efficiency．On the basis of those analysis，the author discusses the state。owned enterprises property efficiency and why,pointing out the flaw of the state—owned enterprises property model．Finally,according to the china reality,the writer poses a new model of the state—owned enterprises property,namely,United—property．Meanwhile through theoretical analysis，the author demonstrates the necessity and practical basis of United—property．Besides，through the case analysis，the author certifies the applicability of United—property institution． Key Words： State—owned enterprises Property rights United—property institution 引 引 言 国有企业是我国国民经济的主体，掌握着国家经济的命脉。长 期以来，
