中南大学硕士学位论文 中南大学硕士学位论文 ABSTRACr ABSTRACT The system of Affix of Responsibility of Officials is a system which could investigate officials’responsibility for his illegal conduct.It is a effective system for the government tO strengthen responsibility and improve the management.Its essence is that the power of government and the officials’conduct should be restricted by means of various responsibility restrictions SO that the power could be used for people.Officials should shoulder related responsibility according to his ellOrs.As the outcome of Western politics,the system of Affix of Resppnsibility has developed for a long time,and formed a series of complete operating mechanism and legistive system.Although it was brought into China several years ago,it has great effect on Chinese public administration. Firstly,on basis of the research of the system of Affix of Responsibility in western countries,the thesis defines the meaning and essence of it.The thesis explores the reasons and source of Affix of Responsibility from the angle of ethnics,philosophy and economics,which has offered the theoretical basis for its implement.Secondly,the thesis describes the present measures of it and explores the weakness of them,that is the internal supervision is not enough and the external supervision is not strong.And the reason are that officials’thinking,the negotiation system is not smooth, and the people’S quality and social environment’S restriction.Take the system of Affix of Responsibility of Officials of Hong Kong as an example, and explores its experiences,i.e.ensure people’S information right,officials has high salary as well as heavy responsibility.Finally the thesis points out the target and principle of the implement measures.Its target is to ensure the effect of the system,and supervise and punish those officials who have done something wrong in order to ensure people’S fight SO that peopl
