东北大学硕士学位论叉 东北大学硕士学位论叉 摘要 论公共事业腐败及其治理 摘 要 在现代社会，公共事业组织作为联系政府和社会的中介机制，起着不可或缺 的沟通和协调作用，它在社会服务中的作用日益重要。近年来，我国公共事业组 织得到了迅速的发展，取得了显著成绩，但是公共事业管理模式的错位导致的公 共事业腐败问题也日趋严重，主要表现在公共事业组织丧失公益性违规从事营利 活动：组织成员“经济人”化道德滑坡严重以及公共事业组织行政化与其行政主 管部门互相俘获等方面。它不仅影响公共事业组织公共责任的实现，也影响着人 们对公益事业的信心和兴趣，破坏了我国以德治国的根本，威胁到社会的稳定和 进步。所以治理公共事业腐败问题必须成为我们共同关注的焦点。 本文从公共事业腐败的表现入手，深入分析了公共事业赓败的产生原因，在 分析和借鉴国外事业反腐经验的基础上，结合我国社会实际，提出了对公共事业 腐败标本兼治的治理方法。其中，作者认为，加强制度建设从体制上减少产生腐 败的漏洞固然重要，但加强公共事业组织的伦理道德建设才是治理公共事业腐败 的根本方法， 总之，作者希望能够为治理公共事业腐败及预防公共事业腐败提供切合实际 的良方，促进公共事、韭组织的健康发展。 关键词：公共事业组织公共事业管理腐败 东北大学硕士学位论文 东北大学硕士学位论文 ABSTRACT ABSTRACT In modernly society,public affair organization plays important role in society， rise the necessary communication adjust the function harmoniously，it is increasingly important in the function in the social service．In recent years，the our country public enterprise organizes the development that got is quickly，but the public enterprise manages public enterprise for causing of the mode corrupt problem too gradually serious，express primarily to organizes to lose in the public enterprise the public—spirited violate the rules to be engaged in to make money the activity；in morals serious and the public enterprise organizes the administration turn to capture to wait the aspca with its administration supervisor section each other．It not only affects the public duty in buildup in public enterprise realizes，but also affects people to the confidence of the public—spirited business with interest，broke the our county with virtuous cure the root of the Country,threaten the social stability progresses．So manage the public enterprise corrupt the problem must become the focus of common concern． This text is corrupt from the public enterprise of the performance commences， going deep in to analyze the creation reason that public enterprise go bad，in analyzing with drawing lessons from empirical foundation in versa corruption in business in abroad，join together the our country the society actual，put forward to t
