内容摘要党的“十六大”报告中郑重提出全面建设小康社会的奋斗目标，“全面小康 内容摘要 党的“十六大”报告中郑重提出全面建设小康社会的奋斗目标，“全面小康 社会”己成为中国现代化建设进程中的重要战略概念和具体的奋斗目标，而建立 和完善社会保障体系是其重要的一环。同时，随着我国经济体制改革的深化、经 济结构调整力度的加大、市场竞争的加剧，经济运行中的一些深层次矛盾逐步显 现，探索和重新构建一个与“全面小康社会”环境要求相适应的社会保障制度就 成了当务之急。 本文从介绍社会保障的基本概念出发，阐述了社会保障制度的改革与发展和 经济与社会之间的关系问题及各国社会保障制度的经验教训给我国社会保障制 度的改革与发展带来的启示。分析了我国社会保障制度的现状和存在的问题以及 建立与“全面小康社会”相适应的社会保障制度的基本要求、指导思想和原则。 提出了与“全面小康社会”相适应的社会保障制度的目标模式及其运行机制的构 想。 关键词： 社会保障制度 全面小康 目标模式 运行机制 AbstractsThe Abstracts The report at the 1 6th Party Congress put forth in real earnest the target of building a Well—off Society in all All-Round Way．A Well—off Society in all All—round Way has now become the important strategic concept and specific target in the course of the Chinese modernization and establishing and perfecting the social security system is an important aspect．Meanwhile，with the deepening of the reform of our economic structure，the advancing of the adjusting of the economic structure and the increasing market competition，some of the contradictions in the process of the economic operations at deeper levels are gradually emerging，therefore it has become indispensable and crucial to explore and restructure a social security system adapted tO the requirements of a well-off society in an all-round way． This paper，州nl an aim ofintroducing the basic principles ofthe social security， illustrates the reform and development ofthe social security and the issues ofthe relationships between economy and society and the new light on the reform and development ofthe social security in China thrown by the experience and lessons drawn from the different social security systems ofmany countries．What is more，the paper has made detailed analysis ofthe current situation and problems ofour social security system， the basic requirements，guidelines and principles ofbuilding a well-offsociety in an all- round way and has put forward the mode oftargets and operating mechanism the social security system in line with the well—off society in an all
