摘 摘 要 行政文化创新具有非常丰富的内容。推动行政文化创新的动因是 行政系统自身的改革、政治改革、经济发展、社会变迁和文化更新等 因素。行政文化创新要有利于发挥行政文化的功能，提高行政管理水 平，推动行政发展，促进行政体制改革，提升社会文化等。中国行政 文化发展经历了统治型行政文化、管理型行政文化和服务型行政文化 三个阶段。以儒学思想为主体的传统行政文化既有其历史合理性，也 有其根本的现实缺陷，从整体上已不再适应社会发展的需要。当前中 国行政文化处于管理型行政文化向服务型行政文化转化的过程，其特 征表现为依循守旧与开拓创新，传统特点与时代精神，本土文化与外 来影响，主流文化与非主流文化的共存与交锋，在交锋中不断创新。 中国行政文化创新的根本目标是要实现行政文化现代化，实现向服务 型行政文化转化。这就要以马克思主义为指导，大力发展社会生产力， 完善社会主义市场经济体制，努力建设社会主义民主政治，深化行政 体制改革，领导干部身体力行，借鉴和吸收国外优秀文化，创造良好 的社会环境，等等。 关键词：行政文化创新规律背景前景 AbstractThe Abstract The innovation of administrative culture has extraordinarily plentiful content．The motive forces of promoting auinistrative culture innovation are administrative system itself reformation,political transformation， economic development，social change and culture innovation，etc．The innovation of administrative culture must help bring the functions of administrative culture into play,improve the level of administrative management，promote the administrative development，promote administrative system transformation，promote social culture and SO on． The Chinese administrative culture has three stages，accordingly, dominating administrative culture，managing administrative culture and serving aninistrative culture．The main part of traditional administrative culture is Confucianism thought in which contain rational composkion and fundamental realistic defects．As a whole，it Can no longer meet the needs of social development．Today,the Chinese administrative culture is during about the period of transition from managing administrative culture to serving administrative culture．It shows the traits such aS follow-the· beaten—track and developing and keeping forging ahead，traditional features and modem spirits，native culture and exotic influence，principal and secondary culture．And协ey exist and conflict one another,meanwhile it innovate continuously in the process．The fundamental goal of the Chinese administrative culture innovation iS realize administrative culture modernization modernization and transf
