东北大学硕士学位论文 东北大学硕士学位论文 摘 要 沈阳市国际人才引进问题对策研究 摘 要 随着经济全球化进程的进一步加快，知识经济的迅猛发展，经济的可持续发 展对人才‘的依赖程度不断加大，国际人才’竞争目趋激烈，人力资源的竞争正逐步 取代物质资源的竞争，成为新经济时代的第一资源。2003年，党中央、国务院 提出了振兴东北老工业基地的战略，为沈阳市的发展提供了难得的历史机遇。作 为区域性中心城市，沈阳市具备参与国际人才竞争的便利条件和区位优势。 本文在对国内外人才引进现状、引进机制分析的基础上，结合沈阳市国际人 才引进的实际情况，通过对沈阳市国际人才总量、结构组成的分析，从制定国际 人才引进政策、健全体制；从引入市场竞争机制，构建沈阳国际人才市场，为国 际人刊。在沈阳市自由流动搭建有效平台；从立足实际、着眼未来，加强海外留学 人员回国创业，加强对俄罗斯等独联体国家的人才引进力度三个方面提出推进沈 阳市国际人才‘引进的对策。 关键词：国际人才引进对策竞争 ．II— Countermeasure Countermeasure Study of Shenyang’S Introducing International Talent Problems Abstract With the further qaickening of the economic giobalization process，the swift and violent development of the knowledge economy．、Ⅳitll the degree of dependence to talents strengthened constantly because of the sustainable development of economy, imernational talem competition is becoming fiercer,the human resources is replacing the physical resources progressively，and becoming the first resource in new economic era．In 2003，the Central Party Committee，the Slate Council propose the strategy of revitalizing the Northeastern old industrial base，which has offered rarely historical opportunity for the development of Shenyang city As the regional key city，Shenyang city possesses facility and position advantage of participating迪international talent competition． This paper proposes the strategy and goal system of tackling global talent competition in Shenyang．on the basis ofthe thing that ana／yze about curfent situation， mechanism of the domestic and international talent introduction，combining with the international current conditions oftalent introduction of Shenyang c／ty． By analysing the total amount of international talent，structure and demand in Shenyang,the paper proposes coantertlle,asufe of advancing international talent introduction from the following three aspects： I．Making the international talent introduction policy,perfecting the system； 2，Introducing marlcet competition mechanism，constructing Shenyang international talent market whic
