论文摘要党的十六大对我国国有资产监督管理体制的改革的方向作了明确的表述， 论文摘要 党的十六大对我国国有资产监督管理体制的改革的方向作了明确的表述， 标志了我国国有资产监管体制进入了新一轮的改革。两年多来，随着国务院国资 委和各级地方国资委的建立，国有资产监管法律法规和措施的陆续出台，国有资 产管理呈现出新的局面。 但是，改革的过程中也出现了种种问题。国资委角色和定位的模糊，国资委 和国有企业关系的不协调，国有资产监管措施的不完善以及因此而产生的国有资 产流失问题等等，说明我们的国有资产监督管理体制改革还需要进行不断的探 索。 面对市场经济的环境，如何建立一套国资监管的体制或者寻找到一些有效的 方法，是本文论述的重点。在对我国国有资产监管现状和国内外投资公司的案例 进行分析之后，笔者认为，充分发挥国有投资公司的作用对于国资监管体系的完 善是有着相当重要的意义的，加强国有投资公司的地位对于建设一个适应市场经 济的国资监管体系是十分有益的。 关键词：国有资产监管体制国资委投资公司 ABSTR ABSTR ACT As we know that the management of state—owned assets in Chino is always a puzzle since“Reformation and Open”policy was launched，the Chinese government has been 1eading a round of reformation on state—owned assets superviSion and administrotion system，according to the deciSion maked by 16th CCCP．Since 2003，with State—owned Assets Supervision and Administration Commission of the State Council(alSO of local government) establ ished，laws and regulations of odministrating state—owned assets were enacted，which has brought out fresh phase of reformation on； management of state—owned assets． While there are still problems to be solved during the reformation． such as the role of the State—owned Assets SuperviSion and Administration Commissions(SASAC)，the unpleasant relationship between SASAC and state—owned companies，the unperfected measures and regulations，etc． It’S necessary that the reformation of thiS round should have a long way t0 90． In my study。the main point iS to try to find a better way for the supervision and administration system which fits the market economy．The thesis analyzes the actuality of the reformation，the examples of excellent investment companies to prove that it is predominant to enhance the functions of the state——owned investment companies in state—。owned assets supervision and administration system． KEY WoRD：state—owned assets。supervision and administration system， State—owned Assets Supervision and Administration Commission．investment companl es 学位论文独创性声明 学位论文独创性声明 本人所呈交的学位论文是我在导师的指导下
