I I 摘 要 近年来，随着气候问题的加剧，世界各国开始关注低碳经济，积极推进碳交易市 场建设。森林碳汇作为一种成本低且有效的减排工具，已经被纳入到 CDM、REDD 等减排交易机制之中。目前，中国正在积极开展森林碳汇交易试点，以加快碳汇交易 市场的建设。吉林省作为中国重要的林业资源大省之一，有必要建立森林碳汇交易市 场，通过碳汇交易市场中的价格、供求等机制提高林业投资和林业管理的积极性，促 进林业产业结构调整，实现林业产业的可持续发展。 本文在森林碳汇视角下考察吉林省林业产业发展问题。首先，本文在分析吉林省 林业产业发展现状的基础上，归纳出吉林省林业产业存在着发展程度低、投资不足及 内部结构失衡等问题。其次，本文从定性和定量角度分析了森林碳汇交易与林业产业 发展的关系，理论和实证结论均表明：森林碳汇交易将有助于缓解吉林省林业产业目 前存在的问题，推动林业产业生态效益、经济效益和社会效益的协同发展。再次，本 文考察了吉林省开展森林碳汇交易促进吉林省林业产业发展的潜力和所面临的障碍。 最后，在总结国内外碳汇林业发展经验的基础上，本文从总体层面制定了吉林省林业 产业发展的战略规划，设定了林业产业发展思路和总体目标，同时从森林碳汇视角提 出了吉林省林业产业发展的具体对策。 关键词：森林碳汇 碳交易市场 林业产业 林业管理 II II ABSTRACT In recent years, countries around the world begin to focus on the low-carbon economy and promote the construction of the carbon trading market with the intensification of climate change. Forest carbon sinks as a low-cost and effective mitigation way, has been incorporated into the emission trading mechanisms, such as CDM, REDD. At present, China is actively developing the forest carbon sinks trading pilots, to accelerate the construction of carbon sinks trading market. The Jilin province as one of the rich forestry resources provinces has the necessary to establish forest carbon sinks trading market, to promote the adjustment of forestry industry structure and realize the forestry industry sustainable development, through forest carbon sinks market price, supply and demand and other incentive mechanisms for forestry investment and forestry management. This paper explores the development of forestry industry in Jilin Province under the perspective of forest carbon sinks. The first, it points out that there are development problems in forestry industry, like lower level of development, lack of investment and imbalances of internal structure, on the basis of analysis the development situation of the forestry industry in Jilin Province.
