As the subject of independent innovation, high-tech enterprises in Shenyang have owned the necessary conditions for the implementation of independent innovation strategy, but the enhancement is a long and gradual process and it is necessary to be consistent with inherent laws. The effective evaluation system will enable companies to understand their own weaknesses in the construction and development and guide the enterprises to strengthen the management and improve their core competitiveness. So it has practical significance how to use the relevant theories of high-tech enterprises to carry out comprehensive evaluation and come up with effective policies and measures to enhance independent innovation ability of high-tech enterprises. This thesis mainly studies the comprehensive assessment to independent innovation capacity of high-tech enterprises in Shenyang. First of all, I believe that independent innovation ability in enterprises is the integrated organic after analyzing the connotation, the nature and the characteristics. Then I analyze the internal and external factors in the process of innovation . In accordance with the scientific and comparable operational principles, I establish a more reasonable assessment system of independent innovation ability of enterprise. This article analyzes the evaluation method and come to the results that the index and weight of improved AHP is much closer to the experience, more objective and the results of decision-making are more persuasive. And based on analysis of AHP model, I evaluate the independent innovation capability of h-tech enterprises in Shenyang. Finally, I put forward to the counter-measures from the perspective of business and government points of view in the light of the weak links of independent innovation capacity of high-tech enterprises in Shenyang .
