I I 摘要 近年来，世界各国在发展经济的同时，碳排放增加引起的气候恶化现象日益 严重，因此各国在发展经济的同时，争相将保护环境列入了日程，低碳经济就是 在这一时代背景下应运而生的。低碳经济是一种低能耗、低污染、低排放的新型 发展模式，低碳经济发展的主要特点是一方面促进经济的发展，另一方面则不增 加环境的污染，是一种可持续发展方式，发展低碳经济是将世界各地经济的发展 引向良性循环的重要路径。 本文的研究重点是围绕着低碳经济进行的，文章首先介绍了低碳经济的内 涵、影响因素，随后分析了低碳经济发展模式的相关概念，在对相关概念进行分 析的基础上，构建了以发展理念、发展手段、发展保障为核心的低碳经济发展理 论模式框架，并以此框架作为基础建立了低碳经济的评价指标体系，对蓝色经济 区临港产业的低碳发展状况进行了实证分析。本文的研究对象是蓝色经济区临港 产业，文章结合蓝色经济区三个不同的地域组合，把临港产业划分成三个经济带， 分别是沿海高端临港产业带、黄河三角洲临港产业带、鲁南临港产业带，趋于研 究的可行性，本文以各个区域重点港口城市为研究对象，并把上海作为参照物， 比较了五个港口城市的低碳经济发展状况，分析了各临港产业带临港城市在发展 低碳经济中存在的问题，并提出了相应的对策建议。论文的研究对其他地区低碳 经济发展模式的研究同样有借鉴意义。 关键词：低碳经济 发展模式 蓝色经济区 临港产业 II II Abstract In recent years, climate deterioration caused by carbon emissions is becoming more and more serious. Low carbon economy is a new development mode, it has the feature of low energy consumption, low pollution, low emissions, the main characteristics of low carbon economic development is to promote the economic development on the one hand, on the other hand, does not increase the pollution of the environment. After all it is a kind of sustainable development mode. Therefore, the development of low-carbon economy is put all over the world into the important path of benign cycle. The focus of this paper is around the low carbon economy . This article first introduces the low-carbon economy notation, and it’s influence factors. Based on that, analyzed the concept of low-carbon economic development model, constructed a low carbon economy theory framework, which includes: development concept, development methods, development of security, The paper also constructed a low carbon economy evaluation index system, which was used to study the related zones.
