论现代学校制度对完善校长负责制的促进作用 摘 要 校长负责制是我国基础教育阶段学校管理体制改革的重要举措。它 提高了学校的管理水平，调动了教职员工的积极性，从而提升了学校的 办学质量。但是在实际操作过程中，由于缺少配套制度，校长负责制暴 露出了一系列的问题。比如，校长负责、党支部监督、教代会民主参与 管理这三者在学校运行过程中如何才能达到动态的协调？校长应行使 哪些管理权力？如何对校长的权力进行制衡？如何使校长既对上级负 责又对教师和学生家长负责等？ 现代学校制度作为一种建立在法人制度基础上的运作方式，它对完 善校长负责制有着重要的促进作用。这一方面是由现代学校制度本身的 制度架构和制度特点决定的，另一方面是因为它与校长负责制有着共同 的联结点——法人制度。 现代学校制度对于完善校长负责制的作用主要表现在：它有利于学 校享有充分的办学自主权；它有利于明晰“校长负责”的权限范围，协 调“三位一体”的管理体制，合理地规范校长的权力；现代学校管理制 度的全面目标计划体系、质量管理体系和全员业绩考核体系有利于提高 学校的运作效率；它有利于促进两个“负责”的比例平衡。 关键词：校长负责制 现代学校制度 法人 On the Promoting Role of Modern School System to Headmaster-in-charge System Abstract The headmaster-in-charge system is one of the important items of elementary educational management reform in our country. It has improved the school management level, mobilized the staff’s enthusiasm in working thereby lifting school education level and running quality. But in actual operation, owing to the short of supporting system, it has also revealed out a series of problems. For example, How to coordinate headmaster-in-charge, party branch supervision and teachers congress democratic management to realize dynamic coordination? Which is the management power that the headmaster should exercise? How to restraint the headmaster’s power? How to make the headmaster be responsible for the teachers and student parents as well as for the government? Etc. Modern school system, as a beneficial operation way based on corporation, is of much significance to the promoting of headmaster-in-charge system. This is because of its own system frame as well as its conjunction with headmaster-in-charge system——corporation . The promoting role that modern school system to headmaster-in-charge system can be listed as the following: it is helpful to school enjoying enough running right; it is helpful to clear the extent of “headmaster-in-charge”, harmonize the “three-in-one” management, reasonably norm headmaster power; the all-round target-specific plan system, quality control
