As everyone knows, the United Nations has been listed the home ownership as one of basic human rights for quite a long time. As a backbone industry of the national economy, housing industry plays a pivotal role in our countrys social economic development and stability. However, we should pay attention to the fact that the housing industrys development requires a lot of long-term fund, so it is imperative to establish the housing finance system which was dominated by the government. The housing accumulation fund system is one of the pioneering work in reform of the urban housing system. It is a new housing system which produced along with the housing system reform and meets the socialist market economic development needs, it is the core and main content of the policy housing finance and is an important part of the present housing guarantee system. Since the institution, Chinas housing accumulation fund although got the full development, but there are still many problems cannot be neglected. Based on the above considerations, this thesis is organized as follows: put the introduction of the basic theory of the legal system of housing accumulation fund as the breakthrough point, and then giving the definition, character and theory supporting system of the housing accumulation fund . On that basis, i also introduce several foreign related regulations and these successful experiences. Such as central accumulation fund system of Singapore, Germanys and Frances housing savings system and housing finance pubic library system of Japan.
