II II Abstract Convention on the Rights of the Child has established the Children’s four basic rights such as survival right, right to protection by law, right to development and participation right.It also has made four core principles on the childs best interests,respect the child,without discrimination and multiple responsibilities.Each contraction state made protection for the application of the Convention in civil state by taking three measures which were conversion, in taking and mixing.Committee on the Rights of the Child, UNICEF and non-governmental organizations played an active role for the effective implementation of the Convention on the Rights of the Child and the promotion of Children’s rights protection to ensure the rights of children to be truly realized. The State party also adopted a series of measures to ensure the obligations under the Convention, which including the procedural aspect and the substantive aspect. The former contained reporting on Human Rights, the later meant legislation, jurisdiction and so on. April 22, 1994, Japan approved the convention and adopted a series of measures to promote and implement the Convention on the Rights of the child, and then formatted a national mechanism and mechanism of the convention. it includes the setting up of members of the Children’s rights, carrying out propaganda and report and popularization activities, reports and accepting the proposal on the state level. The Japanese central government also explicitly local self- government bodies specific measures for implementing the convention.
