浙江省城镇体系产业专业化和多样化实 证研宄 白小虎胨渔盛童轾粒 中共浙江省委党校浙江省信用中心 摘要： 借鉴亨德森总量生产函数模型，对浙江城镇体系进行考察，结论如下:对环杭州 湾城市群而言，产业多样化和专业化对各城市经济起促进作用；对温台沿海城市 群而言，产业专业化促进城市发展，产业多样化抑制城市发展;对浙中城市群而 言，产业专业化、多样化均对义乌起积极作用，对金华起消极作用;对于第三等 级城市，以上两种效应效果相反。建议破除行政区划障碍，深化社会信用体系建 设，加强城市产业分工，提高屮心城市发展力度，诱导形成综合性和多样性的 城镇体系。 关键词： 产业分工;亨德森总量生产函数;城镇体系;行政区划障碍; 作者简介：白小虎，男，江苏常州人，教授，浙江省经济学会第十届理事会副秘 书长，研宄方向为区域与城市经济学。 收稿日期：2017-08-28 基金：国家社科基金课题（13B几096） Empirical Study on the Urban System Industrial Specialization and Diversification in Zhejiang Province BAI Xiaohu CHEN Haisheng ZHANG Zhuanlun PartvSchool of the Zhejiang Committee ofthe CCP: Zhejiang Provincial Credit Center; Abstract： By drawing lessons from Henderson total production function model, this paper analyzes the urban system in Zhejiang and draws the following conclusions. For the Hangzhou Bay metropolitan area, industrial diversification and specialization have promoted the economy of the cities. For the coastal cities of Wenzhou and Taizhou, industrial specialization has promoted urban development whereas industrial diversification restrained urban development. For the cities in central Zhejiang Province, the industrial diversification and specialization have played a positive role in Yiwu, but a negative one in Jinhua，whereas for the third tier cities, the two have the opposite effect. It is suggested to break the barriers of administrative division, deepen the construction of social credit system, strengthen the industrial division in cities and enhance the development of key cities, and promote the formation of a comprehensive and diversified urban system. Keyword： industrial division; Henderson total production function; urban system; administrative division obstacles; Received： 2017-08-28 作为古典经济学的核心问题，专业化和分工对城市的作用问题备受关注。无论贸 易理论、国际分工、新经济地理学理论和新増长理论，还是新兴古典经济学派、 新古典经济学派，均对城市发育的动力机制进行了研宄。苏红键等(2011)认为, 职能专业化和产业专业化都对城市增长起到非线性的促进作用。任晶等(2008) 认为，城市产业多样性不仅催生了创新思想，还有利于知识的溢出。然而，在城 市群研究方法中，地理学方法占比较大，使用经济学方法产出的成果还是比较 少的。鉴于此，将经济学屮产业专业化和多样化理论纳入城市群分析框架具有较 大价值。 城市群是由众多多样化
