摘要：以调控湿地生态功能为途径，在分析双退垸次生湿地功能动态变化、现阶段功能特点及管理现状基础上，
提出了洞庭湖区双退垸湿地生态系统可持续管理方案，并针对现阶段存在的管理问题提出具体对策。

Abstract ：Since the Policy of Converting Polders Back into Wetlands was promulgated in the Dongting Lake Region ，some
arable lands have been changed into secondary wetlands，of which the ecosystem functions are being changed remarkably.
Utilization and management of secondary wetlands should differ from that of natural wetlands. Strategies for ecosystem man-
agement of the secondary wetlands in the Dongting Lake Region are proposed，based on analysis of the functional change of
wetlands，characters of wetland functions and the management of wetlands. Additionally ，the countermeasures are brought
out ，aiming at the existing problems in the management.
