“一带一路”背景下国际农业发展智 力要素均等化路径 王韬钦 中共湖南省委党校湖南行政学院 摘要： 为响应“一带一路”倡议的“共建共享”精神，对国际农业发展智力要素均等 化实现机理和路径进行了有关研究，要实现农业发展智力要素均等化，政府只 需发挥有限的作用，应让市场在人才流动和智力定价方面起主要作用。并概括了 当前关于农业智力均等化的3个认识误区：“智力外流”是木国的损失;智力均 等化是政府的事情，与市场无关;智力均等化的实现途径把握不准确。最后提出 了 “一带一路”国际农业发展智力要素均等化路径，包括合理寻求农业合作领 域;政府适时转换角色，提高智力配比的薪酬水平;通过国际间经贸合作往来带 动农业智力均等化等。 关键词： 一带一路;国际农业发展;智力要素;均等化;农业合作交流; 作者简介：王韬钦（1982—）,男，湖南长沙人，博士，主要研究方向为临空经 济。E-mail:qq. com 收稿日期：2017-06-06 Path of Intellectual Elements Equalization of International Agricultural Development under the Background of the Belt and Road Wang Taoqin Hunan Academy of Govemanc e, PartvSchoo 1 of the Hunan Province Committee of CPC; Abstract： In response to the co-construction and sharing spirit of the Belt and Road initiative, the realization mechanism and path of the intellectual factors equalization of international agricultural development were analyzed. The author thought the government only needed to play a 1 imited role in the realization of intcllectual clements equalization of agricultural development, while the market should play the major role in the flow of talent and intelligence pricing. Then this paper concluded three misunderstanding of equalization of agricultural intelligenee: the brain drain was the rmtiorml loss; intellectual equalization was the government s busincss，and no business of the markct; the path grasp of the realization of intellectual equalization was not accurate. The author finally proposed the equalization path of intellectual factors of international agricultural development under the Belt and Road, including reasonably seeking cooperation in the field of agriculture, the government timely changing roles, improving the salar^ level of intellectual part, and driving the equalization of agricultural intelligence through international economics and trade cooperation.
