Therefore, a strategic solution called °joint governance of five walersheds” is proposed by Zhejiang Provincial Government to control the heavy waler pollution. Results of the typical cases show that joint governance of five watersheds is a successful strategic solution in solving the problem of water environment and the contradiction between water pollution and social and economic development. It is suggested that sustainable long-term strategic plan should be insisted in Zhcjiang Province? Water environmental quality in the province should be further improved in a multi-channel and multi-anglc manner? Ecological civilization constmction in Zhejiang Province should be promoted and 4 concerted discharge standard of water pollution should be constructcd in an explorative way
