可持续发展条件下的环境成本内部化实现途径研究——以广东省为例 中文摘要 伴随着经济的发展,环境问题日益突出, 已经成为一个全球性的问题。人类 进入工业社会之后,由于无限 制的滥用自然资源,随意向 外界环境排放污染物,使 得自然环境的恶化日呈严重,已威胁到人类的生存与发展。? 本文研究从实际情况出发, 在可持续发展理论的基础上,对国内外环境成本内 部化研究的现状进行分析,以 影响社会企业环境成本内部 化的因素为切入点,从 经 济学角度出发,根据综合核算原则、系统 性原则、可操作性原则、多样性原则和 代表性原则建立了一套在可持续发展条件 下的环境成本内部化核算方法,通过对 外部环境成本产生的各项环境影响因素进 行计量分析,找出实现环境成本内部化 的相应途径, 并在此基础上引用我国广东省近年的实际情况进行详细分析和计量。在以上分析的基础上, 用事实说明了环境成本内部化的必要性, 环境成本内 部化的实现途径的不可或缺性。随着时间 的推移和人们对环境问题的重视,环境 成本内部化的实现途径已经日趋多元化。 本研究通过环境成本内部化核算体系公 式的各项因子,分别从政府和企业两种不 同的角度出发,论述了征收环境税、实 施可交易污染许可证、 实施环境标志制度和 ISO14000 体系这四种主要的环境成本 内部化实现途径。? 关键词: 可持续发展、环境成本内部化、实现途径IAbstract?
