北京市促进非公有制经济发展的政策与措施研究 北京理 工大 学硕 士学 位论 文 摘要 非公有制经济是相对于公有制经济而产生的一个名词。 它是我国现阶段除了公有 制经济形式以外的所有经济结构形式。 它也是 社会主义市场经济的重要组成部分。 近 些年非公有制经济迅速发展, 逐渐成为做大经济总量、 解决城乡就业、 拉动投资增长、 增加财政收入、 促进科 技创新和实现便民服务的一个重要组成部分。 本文的目的就主 要在于从公共政策角度研究北京市发展非公有制经济中存在的问题, 进而寻求解决问 题的对策,以求得非公有制经济更大的发展。 本文通过回溯北京历年来非公有制经济发展的轨迹, 以及与全国的非公有制经济 发展情况作比较, 找出 北京市非公 经济发展中问题和不足, 并提出了 相应的解决方案。 文章共分为六个部分。第一部分阐述选题的背景及研究的意义、研究的思路与方法、 论文的内容安排; 第二 部分在对非公有制经济内涵作了界定后, 又回顾了非公有制经 济的发展历程 ; 第三部分 归纳了北京市非公有制经济发展状况以及与全国及其它省份 情况 的比较; 第四部分分析北京市在促进非公有制经济发展工作的现状及存在的主要 问题、 问题产生的原因 。 第五部分提出进一步完善北京市非公有制经济发展政策与措 施的具建议;第六部分结论。 关 键词 : 北京市 ;非公 有制经济;政策 ;措施 I 北京理 工大 学硕 士学 位论 文 Abstract The non-public sectors of the economy is the complement of the socialist public economyIt includes all types of economy except for the public sectorAlso, it is an essential part of the socialist market economy. In recent years, the non-public sectors of economy has expanded quickly, gradually becoming an important element in the realization of growing GDP, low unemployment in both rural and urban areas, increasing local and foreign investment and financial income, facilitating technology innovation and improving services for the convenience of our citizens. The purpose of this article is to study the problems during the development of the non-public sectors of the Beijings economy from the view of the policy makers, and hence, to find out the solutions to these problems as to allow the non-public sectors to flourish faster and more healthilyThis article through the back of Beijing over the years, development of non-public economy of the track, and the countrys development of non-public economy compare, find out Beijing City non-public economy development problems and the insufficiency, and proposed the corresponding solution.
