Technology is the driving force of contemporary urban development, and its development is closely related with economic and social and is not isolated existence and operation. From the complex systems theory, the technological strength of National Central City is an organic whole system including technological innovation subsystem, technology infrastructure subsystem, technology applications into achievements subsystem, science and technology for economic development and social development subsystems. Under the rational planning and configuration of science and technology subjects all kinds of scientific and technological resources are fully effectively used and play a role in promoting economic and social development. The development of technological strength of National Central City should focus on each subsystem, narrow the gap between the subsystems, and promote the coordinated development of subsystems to enhance the development of the system. Started from the connotation and denotation of technological strength of National Central City, the paper analyze three basic conditions and four factors of technological strength of National Central City, and analyze the formation mechanism of technological strength of National Central City.
