武本科毕业论文（设计） PAGE 毕业论文（设计） 题目 论消防管理中的公民参与机制 学 号 姓 名 系 队 专业（方向） 指导教师 二○一○ 年 五 月 PAGE IV 本科毕业论文（设计） PAGE I 摘 要 公民参与公共权力和公共管理的运行，有利于提高政府和社会机构的管理效率，体现人民当家作主的本质，公民参与公共管理作为一种社会主义民主政治的新的发展模式,有利于重建我国公共管理规范，对公共管理的健康发展有着重要的意义。消防管理是公共管理的重要组成部分，在维护社会消防安全方面发挥着重要的作用。本文阐述了我国消防管理中公民参与机制在各方面存在的问题，突出表现在公民参与消防管理的观念错位；公民参与消防管理的政策和激励制度不健全；公共消防管理不够透明；社区对公民参与消防管理缺乏相应组织和相应平台是公民参与消防管理的主要障碍。本文总结了发达国家公民参与消防管理的经验，要推进公民参与消防管理，应采取以下措施：拓宽教育宣传渠道，提升公民消防参与意识；发挥政府作用，为公民有效参与提供动力；增强政府的消防管理透明度，为公民参与消防管理创造前提条件；充分发挥消防中介组织的桥梁作用；推动消防志愿者行动，为公民参与消防管理提供最直接的参与平台。 关键词： 消防；公共管理社会化；公民参与； Abstract Citizen participation in public power and public administration to run, help to improve the management of the government and the efficiency of social organizations, embodies the essence of people are the masters, As a new development of socialist democracy model, Citizen participation in public management help rebuild public management practices in our country,having an important significance in the healthy development of public administration. Fire Control Administration is an important part of public management, in maintaining the fire safety community to play an important role.
