PAGE 毕业论文（设计） 题目 论消防治理主体的多元化 学 号 姓 名 系 队 专 业 指导教师 二○一○年五月 本科毕业论文（设计） PAGE IV 摘 要 随着世界经济的飞速发展，人类社会的消防工作也不断发生着变化。在发达国家，消防工作的社会化程度很高，社会力量能够很好的参与到消防工作中来，基本实现了消防治理主体多元化。在我国，受计划经济的影响，多元化主体参与消防治理的机制尚未形成。市场经济的发展和政府职能的转变，迫使我们必须探索消防治理如何更好地发挥多元化主体的作用。本文借鉴治理理论、公共产品理论、公民社会理论等公共管理的新理论，探讨了我国消防治理多元化主体参与机制。对我国消防治理主体多元化的现状进行了分析，并通过介绍发达国家消防治理主体的多元化机制的经验，提出了几点启示，最后提出了我国消防治理主体的多元化机制的构建的框架。认为我国应当建立政府及其职能部门、中介组织、机关、团体、企业、事业单位、社区、村委会、公民等不同阶层共处一体的治理体系，这些主体在政府的领导下，相互作用、相互影响，同时又相互制约、相互促进，共同完成公共消防治理，以实现公共消防安全。 关键词：消防；治理；主体多元化 Abstract With the rapid development of global economy, the fire services work of human society has changed constantly. In developed countries, their fire services work have a high social degree, and social forces can be well used to participate in the fire services work, and basically achieved the diversification of fire governance subject. In China, under the influence of the planned economy, the subject diversification participating mechanism has not formed yet. The development of market economy and change of government functions enforce us to explore the new model of fire governance. This thesis starts from the basis of the governing concept and the governing theory, and discusses the fire governance subject diversification participating mechanism in our country. Analyzed the status of the diversification of the fire governance subject, and through introducing the experience of the fire governance subject diversification of the developed countries, then made some clue and finally raised the frame of the fire governance subject diversification mechanism in our country. Deemed that China shall establish a framework for the government and its functions, intermediary organizations, agencies, organizations, enterprises, institutions, the community, villagers committees and citizens from different strata, under the leadership of government, all these subjects interact and influence each other, but inter-constrain and promote mutually, join
