毕业论文（设计） 题目 弱势群体消防安全问题研究 学 号 姓 名 系 队 专 业 指导教师 二○○八年六月 本科毕业论文（设计） PAGE IV 摘 要 当代中国社会正处于剧烈的社会转型时期，各种社会关系发生了深刻的变化，社会成员处于分化、定位、整合过程中。一个不可忽视的事实是：在社会迅速发展的同时，以失业、下岗、衰老、残障等社会底层人员构成的社会弱势群体正在形成。随着中国政府提出新的科学发展观，“弱势群体”——这一社会现象越来越为党、政府和社会所关注。根据我国近年来的火灾统计数据显示，弱势群体已经成为伤亡主体，仅在2007年的火灾统计中村民、居民住宅火灾死亡652人，未成年人、老年人及病残人员就占了67.3%。弱势群体的消防安全已经引起了我国消防部门的高度关注，弱势群体消防安全保障及安全宣传教育问题是一个亟待解决的问题。消防工作如何围绕关爱弱势群体展开将成为今后消防管理工作的一个重要关注点。 本文从弱势群体的定义入手，分析了弱势群体的组成和特征。进而在分析弱势群体火灾发生的规律和弱势群体的消防安全现状的基础上，结合消防法修订草案，提出了发挥政府机制，加强领导；坚持综合治理；加强对弱势群体的消防安全教育和加强公安派出所的消防职能等提高弱势群体的消防安全措施。希望通过本文能引起公安消防部门和全社会进一步关注弱势群体消防工作，凝聚更多、更大的精神和物质支持，为建设社会主义和谐社会创造更加安全、稳定的消防环境。 关键词 弱势群体; 消防安全; 措施 Abstract At present, China is in a period of dramatic transformation, social relations have changed deeply and members of the society are in the process of differentiation, positioning and integration. With the rapid development of the society, a nonnegligible fact is that the vulnerable groups including the unemployed, layoffs, aging, disability and other composition of the bottom of society are taking shape. With the Chinese government putting forward a new scientific development concept, vulnerable groups are getting more and more attention from the Party, governments and the society. According to the recent fire statistics, it shows that vulnerable groups have become the main casualties. In the 2007 only, there were 652 persons killed in residential fires and the young, the elder and the invalidity take up 67.3 percent.
