第15卷第 第15卷第5期 2016年10月 广东土地科学GUANGDONG LAND SCIENCE Vol. 15 No. 5 Oct., 2016 城镇化压力下耕地保护长效机制创新研究 ——以广州市为例 刘璐祯周为吉 (广东工业大学管理学院/广东工业大学土地与房地产研究中心，广东广州510520) 摘要：随着广州市城市经济的飞速发展，广州市耕地保护面临着巨大的压力与挑战，为实现城市发展战略目标，保障土 地利用空间扩展的需要，实现耕地总量的动态占补平衡意义重大。文章以于广州市第二次全国土地调查为主要数据 源，通过对广州市总体的耕地质量、耕地用途、耕地利用的调查，发现广州市耕地保护压力主要来源于城镇化建设、农 用地与建设用地收益差距过大、重发展轻保护的观念；并从耕地保护观念、技术方法、保护制度、政府绩效评价等四方 面对耕地保护的方法进行创新，包括通过建立差别机制，让既得利益地区付出相应的代价，补偿承担本应承担的历史 责任，平衡区域差异造成的失衡;充分利用农用地产能核算、农用地分等定级、农村土地登记发证和土地二次调查的工 作成果，掌握耕地数量、质量、分布状况的情况下，根据耕地质量及耕作条件的适宜性和区域经济发展水平下土地资源 的差异，创新性的提出了经济发达地区耕地保护长效机制的研究，保障土地资源的可持续发展。 关键词:城镇化；耕地保护；长效机制；补偿机制；土地配置 Study on the Long-term Mechanism of Cultivated Land Protection under the Pressure ofUrbanization: Taking Guangzhou City as An Example LIU Lu-zhen, ZHOU Wei-ji (School of Management, Guangdong University of Technology/Land and Real Estate Research Center, Guangdong University of Technology, Guangzhou 510520, China) Abstract: With the rapid development of economy in Guangzhou, the cultivated land protection facing enormous pressure and challenges, in order to realize the goal of urban development strategy, and ensure the expansion of land use space, the realization of the dynamic balance of amount of arable land is significant.
