However, in the actual reform, the new change of the region is prone to administrative power weakening, policy implementation not in place, the leap urbanization and other practical problems. Therefore, to some extent, it hindered the rapid development of the integration of urban and rural areas. In order to improve the situation, it is significant to strengthen the coordination of intergovernmental relations, realize the docking policy, adjust rural industrial structure and promote the orderly urbanization. Only in this way, can we realize the integration of urban and rural development after “revocation of the county to district”.
