基于社会公共机构的道路交通事故 经济损失评价及计量模型研究 范艳辉2讲师许洪国I教授姜华平2教授 (1吉林大学交通学院，长春130025 2山东交通学院交通工程系，济南250023) 学科分类与代码：620?2050 中图分类号：X915.4 文献标识网:A 资助项目:LU东省交通厅科研项目(2005R17 )。 【摘要】根据中国道路交通事故经济损失的研究现状，借鉴国外对道路交通事故经济损失研究 的成功经验，提出适用于中国实际情况的交通事故社会公共机构服务损失费用构成；确定了道路交 通事故社会公共机构服务损失评价指标体系。基于经济学和统计学理论，主要从警方服务、清障服 务、管理部门服务和法律诉讼服务4个方面对道路交通事故社会服务损失进行了深层次理论分析与 评价;构建了相应的评价计量模型；提出了我国评价交通事故社会服务损失的一些合理化建议。研 究结果对科学、全面、合理地评价道路交通事故社会经济损失具有重要的实际意义。 【关键词】道路交通事故；社会公共机构；经济损失；评价指标体系；计量模型 Research on Evaluation and Econometrics Model for Economic Loss Caused byRoad Traffic Accident Based on Social Public Institution FAN Yan-hui1 2 .Lecturer XU Hong-guo1 ,Prof. JIANG Hua-ping2 ,Prof. (1 College of Transportation,川in University,Changchun 130025,China 2 Department of Traffic Engineering,Shandong Jiaolong University Jinan 250023,China) Abstract: According to Chinag status quo and foreign successful experience in the research on economic loss caused by road traffic accident, component of loss caused by service provided by social public institutions involved in road traffic accident was presented, which was applicable to practical conditions in China, and the evaluation index system for loss was ascertained. Based on economics theory and statistics theory, the losses caused by police service, rescue service, administration service and litigation service involved in road traffic accident were in depth analyzed and evaluated theoretically, the corresponding econometrics models were established, and some proper suggestion for evaluation for loss caused by social serv? ice in China was brought forward ? The research results are of practical significance for the scientific, com? plete and rational evaluation of socio-economic loss caused by road traffic accident.
