第 Ⅰ 第 Ⅰ 页 西安区域05扇区入界流量优化关键问题研究 摘要 近年来我国民航运输的持续高速发展，不仅极大地激活了航空需求，也导致飞行流量的迅猛增长，另一方面，我国现有的基于空域结构，网络布局，通导设施等构建的流量管理系统已不堪重负。通过增开管制扇区，将空中交通适当分配给多名管制员负责，并加强扇区间的协调配合，可有效减轻管制工作负担、提高飞行安全。本文针对西安飞行区域现有的飞行流量、管制员工作负荷、以及扇区容量等情况，研究区域导航下西安区域的扇区流量优化问题研究。 首先本文详细总结了已有的空域容量的研究结果，分析了它们的优缺点和存在的问题，为本文的研究工作找到了突破口。然后，针对西安区域现有的飞行流量、运行风险、管制员工作负荷、以及扇区容量等等具体实际情况，本文运用现有的飞行流量模型、运行风险评价模型、管制员工作负荷模型、以及扇区优化模型等四种数学模型，提出了一种西安扇区流量优化的方案。 关键字：西安区域；入界流量；05扇区 第 Ⅱ 第 Ⅱ 页 RESEARCH ON THE KEY PROBLEMS OF THE OPTIMIZATION OF THE FLOW RATE OF THE 05 SECTOR IN THE AREA OF XIAN Abstract In recent years, the sustained and rapid development of Chinas civil aviation transport, not only greatly activated in aviation demand, also led to the rapid growth of air traffic flow, on the other hand, our country existing based on spatial structure, network layout, guide facilities construction of traffic management system have been overwhelmed. The additional control sector, air traffic and assign the appropriate to the number of controller is responsible for, and strengthening of inter sector cooperation, can effectively reduce the regulatory burden and improve flight safety. This paper for Xian flight region existing traffic on the fly, the workload, and sector capacity situation, the study area navigation in Xian area sector flow optimization problem research. First of all, this paper summarizes the existing research results of airspace capacity, analyzes their advantages and disadvantages and existing problems, and finds a breakthrough for the research work in this paper. Then according to the actual situation of the Xian area existing traffic on the fly, run the risk, the workload and sector capacity and so on. In this paper, the use of existing air traffic flow model, operation risk assessment model, model of controller workload, and sector optimization model of four kinds of mathematical model, a Xian sector flow optimization scheme is presented.
