摘 要 与计划经济相适应的传统定额计价，已经不适应工程建设全过程造价管理与控制的造价管理体系，随着清单计价模式的出现，标志着我国工程造价管理体制的改革进入了一个新阶段。本文首先简单的介绍了清单计价的基本含义和特点，对我国现行的清单计价模式在运用于工程建设全过程造价管理与控制时出现的问题进行了分析，提出了相应的解决方案。本文强调了工程造价管理应贯穿于工程项目设计、招投标、工程施工、竣工结算全过程的各个阶段。并根据工程建设各阶段的特点从造价控制的关键入手，对各阶段工程造价控制的途径和在具体工作中降低造价的方法进行了全面地分析，使工程建设更好地发挥经济效益和社会效益。 最后介绍了国际惯例上的工程造价管理理论，与国际惯例接轨是我国造价管理改革的捷径和方向，为工程量清单计价在建设全过程造价管理与控制的运用提供了更充实的理论基础。 关键词：工程造价与控制；工程量清单计价；工程建设全过程 Abstract And adapt to the traditional planned economy, already incommensurate quota valuation whole course of the capital construction cost management and control of cost management system, with the emergence of The valuation, China marked the project cost management system reform has entered a new stage.
