Most of the employed distribute in the economically developed areas in southeastern coastal provinces. The share of the employed in the primary industry to that of all three industries is more than 40%, while the ratio for the tertiary industry is less than 33%. This paper puts forward some suggestions to relieve the employment pressure as follows: to further deepen the reform of the household registration system and the land system; to adjust the economic growth pattern from relying on the export-oriented to domestic consumption; to coordinate the development and realize employment balance among regions; to further break industry monopoly and loosen control, so as to promote the development of the private sectors and the small and medium-sized enterprises. 【关 键 词】产业结构/就业结构/城市化/户籍制度 industrial structure; employment structure; urbanization; household registration system 【正 文】 中图分类号：F241.24　文献标识码：A　文章编号：1005-0892(2010)03-0010-08 自2008年末以来，受全球金融和经济危机的影响，中国经济出现了明显的减速。中国的就业形势也因此开始恶化，突出表现在两个方面：一是东南沿海地区出现了大规模的农民工“返乡潮”。　根据中国人力资源和社会保障部的调查，①2008年中国农村外出就业的农民工已超过1.3亿人，其中约有60%的农民工在2009年春节返乡，返乡农民工数量较2008年春节增长了10%，返乡时间也大幅提前；今年外出就业的劳动力将超过2000万。二是业已存在的大学生就业难问题进一步加剧。根据中国教育部的统计，截止到2009年7月，中国应届大学生就业率仅为68%。② 中国目前所面临的就业压力主要由三个方面的原因所引起。第一，中国人口众多，并且正处于人口年龄结构的年轻化阶段，适龄劳动人口规模巨大，总量矛盾在相当长的一段时间内都会存在。第二，中国就业结构
