How to control city growth rationally is a question deserving government and academe paying more attention. In my opinion, urban growth boundary provides a new view and conception for us, which can broaden our thought and bring about fresh ideas to the fields of urban economics and urban planning. Furthermore, theory and practice demonstrate that UGB can make urban growth follow the efficient path of urban growth, then enhancing social welfare In the first chapter, we introduce the definition, background and development of UGB, and point out the positive and negative impact after imposing a UGB. We have an idea that UGB, with people’s cognition of the land deepening increasingly, begin to be developedUGB embodies the thought of the sustainable development, which can meet the needs of the new theories of urban growth management from the public and urban planners in the new times5Chapter 2 is the most important part of this paper, which place a theoretical foundation to analyze the problem of the urban land-use in China. First of all, we assume that the public good is priced at marginal cost, urban will follow the efficient path of growth. While, in reality, the public good is priced at the average cost, and marginal cost exceeds average cost. So, the urban area is excessively large.
