摘任石3友 为迎对工业化、城市化、老龄化对我国社会产生的重大影响，为进一步贯彻落实“三 农”工作，为使全国人民共享改革成果，党的十七大提出，加快建立覆盖城乡居民的社 会保障体系，保障人民的基本生活。建立和完善我国农村的社会养老保障机制，实现农 民老有所养，是建设社会主义新农村的重要内容，也是贯彻科学发展观构建社会主义和 谐社会的根本要求。当前我国农村养老保障存在诸多问题，缺乏体系的养老保障机制， 碎片化现象严重，在新形势下农民缺少有效可靠地老年保障途径，和城镇居民保障差距 甚远，所以，建立完善新型农村社会养老保险制度，是统筹城乡社会保障制度的重大战 略部署，2009年9月初，中央出台了《国务院关于开展新型农村社会养老保险试点的指 导意见》，提出从今年下半年开始进行新型农村社会养老保险试点工作，到2050年基 本实现全覆盖。 文章基于此，尝试综合运用多种方式对新型农村养老保险进行理论探索和实际研 究，首先文章回顾了农民养老由古而今的发展，寻其文化根源对后世的影响以及前期制 度模式下为新型农村养老工作开展遗留的各种资源;其次通过对国际上己开展农村养老 的国家情况进行阐述，并浅要分析其对我国完善新农保制度的借鉴意义;第三，对我国 现行农村养老保险开展状况进行可行性分析;第四，通过对吉林省开展新型农村养老保 险实证调研情况进行细致分析和总结，最终在制度弹性、财政责任、配套政策等方面得 出适用型强的合理化建议，提出要以城乡统筹为基础来完善和执行新型农村社会养老保 险制度，完善我国社会保障体系。 关键词:城乡统筹;新型农村社会养老保险;调查分析;建议 AbstraCt Forrisistingtheinflueneesoriginedofindustrialization，urbanizationandaging;for furtherimPlementingagriculture，ruralareasandfamers:forallPeoPlesharingthebenefitsof reform，CPCraises，tosPeeduPtheestablishmentthesocialsecuritysystemcoveragedurban andruralresidents，ensurethebasielifeofPeoPle.TOEstablishandPerfeetruralsoeialelderly securitysystem15imPortanttothenewruralwork，thethefundamentaloftheharmonious soeiety.Currently，therearemanyProblemsofruralold一ageseeuritysystem，laekofold一age securitymeChanism，thefraglnentation15serious，fannerhavelesschoeeesabouttheirelderly securiytunderthenewsituation，far’awayfromtheurbanresidents’.ToestablishandPerfect thenewruralelderiysecuritysystem，15agreatstePforthecoordinationofurbanandrural socialsecuritysystemofChina.50，t址5SePtember，theStateCouneilissuedadoeument aboutthenewruralelderlysecurity，advanCesPilotProjeetstointroducethenewruralelderly securitysystemarelaunchedfromtheseeondhalfoftheyearandeoveragescomPletelytill 2050.
