东亚高等教育质量保障的变化与挑战 历史与比较的视角 Changes andEast作者：作者简介：原文出处： Changes and East 作者： 作者简介： 原文出处： 内容提要： Challenges to Quality Assuranee of Higher Education in Asia:The Perspective of History and Comparison 黄福涛 黄福涛，安徽马鞍山人，日本广岛大学高等教育研究开发 中心终身教授，大连理工大学“海天学者”特聘教授，研 究方向为大学课程开发、高等教育国际化和大学学术职业 的国际比较等。 《清华大学教育研究》（京）2018年第20181期 第1-9页 从历史和国际比较视角出发，本文认为，东亚许多国家与 地区的高等教育质量保障机制存在很多共性。主要包括， 多数东亚国家和地区中央政府在批准新建院校或停办高校 等方而，拥有极大的权力；东亚许多国家与地区建立了多 层次的高等教育质量保障框架；越来越多的利益相关者开 始积极参与高等教育质量保障活动；目前东亚许多国家和 地区构建的高等教育质量保障体系都或多或少地受到西方 高等教育质量保障理念和实践的影响。但是，这些并不意 味着东亚各国与地区使用统一质量保障概念，基于同样社 会背景开展相关活动，或确立了同样的目标追求高等教育 质量保障等。此外，东亚许多国家和地区在积极构建新型 高等教育质量保障体系和开展相关活动过程中，也而临不 少挑战和问题。 From the historic and comparative perspectives,this study suggests that there exist many similarities in frameworks of quality assurance of higher education between East Asian countries and regions.They include the following aspccts. First, central government in most East Asian countrics exerts significant influcnces on approving the cstablishment of new universities and abolishing universities. Second, many countries and regions in East Asia have formed frameworks of quality assurance of higher cducation with multiple levels or dimensions. Third, more and more stakcholders have come to be involved in activities in relation to quality assurance of higher education. Finally, the formation of current systems of quality assurance of higher education in many East Asian countries and regions have been more or less affected by the Western ideas or patterns. However, these do not mean that East Asian countries and regions use the phrase of quality assurance of higher cducation in the same sense, implement relevant activities in the similar social contexts or based on the same purposes.
