欧盟对我国光伏产业反倾销问题及对策研究 重庆工商大学融智学院国际经济与贸易 中文摘要：2012年9月6日，欧盟正式宣布对中国光伏电池出口产品组件、关键零部件 如硅片等发起反倾销调查，涉及产品范畴超过此前美国“双反案”，涉案金额超过200 亿美元，是迄今为止欧盟对华发起的最大规模贸易诉讼。此举意味着中国大部分光伏组 件企业都将被逼入绝境。大约30%左右甚至更多的中国光伏企业面临倒闭，光伏行业的 30万就业岗位受到严重冲击。本文基于对中国光伏产业近十年来的发展速度、进出口现 状以及产业规模的研究调查，分析了这次针对中国光伏产业的反倾销背后的具体原因， 指出此次反倾销事件对中国光伏产品价格优势、行业发展、外贸收支、实体经济等方面 的影响，以及对欧盟光伏产业、普通用户、能源战略和相关下游产业的影响。本文提出 首先依靠企业积极申诉、自主创新、开拓新市场、产业转型，其次政府的积极协商斡旋， 并出台系列相关政策扶持企业的健康发展的手段应对反倾销。 关键词：光伏企业欧盟反倾销调查 Abstract： On September 6, 2012, the European Union formally announced on Chinas photovoltaic cell export products launched anti-dumping investigations, anti-dumping investigations into components, key components such as silicon, involving product category more than ndouble reverseH after the United States, the amount of more than $20 billion, to China is by far the European Union has launched the largest trade litigation.
