Research has shown that the mode of relationship between the government and the public can fall into four categories ，in which the host - host mode can be regarded as the direction of the development of the mainstream of relationship in the future. The formation of the new relationship mode relies on the public to promote their cognition of public affairs to systematic reason and wisdom level. The study puts forward the approach to help the public get their wisdom in public decision - making by using IT and information management approaches. Moreover ，it analy- zes the way to combine democracy with efficiency in the host - host mode ，pointing out that this relationship mode is of potential meaning to the enhancement of the management effi
