第 第 PAGE 1 页 共 NUMPAGES \* CHINESENUM3 八 页 基于共享经济信用体系下的 共享单车规范对策研究 ——以成都市为例 赵李1，李菲2 （1.四川农业大学 人文学院，雅安 625014；2.四川农业大学 法学院，雅安 625014） 摘要：随着互联网应用、移动支付、定位导航等新兴技术不断完善与普及，共享经济逐渐走进人们生活的各个角落。共享经济的出现促进了剩余产品和资源的使用效率，使得消费者能够更好的享受经济发展的成果。特别以共享单车的广泛使用为例子，基于使用权与所有权的分离，为共享经济时代的到来树立旗帜。共享单车出现的初衷致力于解决城市出行“最后一公里”问题，但随着共享单车不断涌入空白市场，停车秩序、押金安全、人车安全等问题也不断显现。究其根本，暴露了当前共享经济体制下存在的信用问题，由信用问题扩大发散继而催生出了政府、企业和民众三方的问题，严重威胁到共享单车发展的未来。本文以成都市为例，探究信用体系在共享单车上的应用，整合文献资料，总结前人成果，推出业内联动、行业自治、三位一体治理模式，为成都地区单车管理提供切实建议。 关键词：共享经济；共享单车；信用体系 Research on the Normative Measures of Sharing Bike Based on Shared Economic Credit System:Take Chengdu for an Example Zhao li Li fei Abstract: In China, with the continuous improvement and popularization of new technologies such as Internet application, mobile payment, positioning and navigation, the shared economy has gradually entered every corner of peoples lives. The emergence of shared economy promotes the use efficiency of surplus products and resources, enabling consumers to better enjoy the fruits of economic development. Especially taking the widespread use of shared bicycles as an example, based on the separation of the right to use and ownership, it sets up a banner for the coming of the era of shared economy. The original intention of sharing bicycles is to solve the last kilometer problem of urban travel. However, with the continuous influx of sharing bicycles into the blank market, parking order, deposit security, pedestrian and vehicle safety issues are also emerging. Fundamentally, it exposes the credit problems existing in the current shared economic system. The spread of credit problems has led to the tripartite problems of government, enterprises and the public, which seriously threatens the future of the development of shared bicycles.
