本科毕业论文系列 PAGE PAGE 1 论农村劳动力转移与城市就业矛盾的解决途径 摘 要 随着我国城镇化的发展，耕地面积的相对减少使得农业劳动力出现了剩余。目前大多数农村青壮年劳动力会选择外出打工，在此情况下，农村剩余劳动力的转移不仅是农村经济发展的关键，而且也是保障农村稳定，增加农民收入和解决贫困的有效途径。因此合理有序地引导农村剩余劳动力转移是关系到经济发展全局和社会进步的根本性问题。就业是民生之本，对于拥有13亿人口的我国来说，就业难是一个长期的问题，然而在国际金融危机的冲击尚未消退的情况下，我国就业难问题又引起社会的广泛关注。农村劳动力作为农业生产和经济发展的决定性因素和动力，其总量的增长、行业配置、整体素质的高低及利用是否合理，关系着农村经济能否持续、稳定、健康发展，关系着党在新世纪头20年内全面建设小康社会宏伟目标能否顺利实现。本文根据当前出现的“用工荒”为引子，就农村劳动力转移与城市就业矛盾产生的原因、解决途径进行阐述。近几年来，在农产品价低、卖难、农民增收、农村剩余劳动力问题形势严峻的情况下，加强这方面的研究，对促进农村剩余劳动力的转移以及对城市就业产生的矛盾，具有重大意义。 本文就我国农村劳动力转移与城市就业矛盾进行初步探讨，通过对农村劳动力转移的现状、原因、影响及城市就业的概况的研究，分析其内在的原因与联系。针对我国城乡就业矛盾的特殊性、紧迫性，提出一些城乡统筹就业的建议，以及需要政府相关政策的支持和企业、个人关于就业的积极合作，解决城乡就业矛盾。 关键字：农村劳动力转移 城市就业矛盾 解决办法 Abstract With the development of Chinas urbanization , the relative reduction of arable land makes the emergence of surplus agricultural labor force . Most rural migrant workers, young workers will choose , in this case , the transfer of rural surplus labor is not only the key to rural economic development , but also to protect stability in rural areas , increase farmers income and effective way to solve poverty . Therefore, a reasonable and orderly manner to guide the transfer of rural surplus labor force is related to the overall economic development and social progress of the fundamental issues . Employment is the peoples livelihood , the country has a population of 1.3 billion , the job is a difficult long-term problem , however, in the case of the international financial crisis has not yet subsided , our employment problem has caused widespread concern in the community.
