The results show that：although the speed of industrial traformation and upgrading was slow during the period of “11th Five-Year”，the speed of traformation and upgrading is accelerated continuously， and the speed of traformation and upgrading is obviously accelerated during the period of “13th Five-Year”. In the direction of the traformation and upgrading， the second and the third industry are optimized， but in recent yea， the second industry is lagging behind， and the third industry has obvious advantages of advanced development.
