内容摘要 进入21世纪以来，和平宪法第9条的修宪纷争越发在参、众两院选举中显 得白热化，引发日本乃至国际社会的舆论热议。日本主要政治力量在新时期内， 针对宪法第9条问题上的态度立场以及变化趋势，将会对宪法第9条修宪的可能 性、修宪进程以及修宪路径起到关键性的作用。 为了找出日本主要政治力量对宪法第9条产生的作用影响，准确把握宪法第 9条的发展现状与变化趋势，本文分别针对政党、首相、议员、选民等政治主体 围绕宪法第9条的政治观进行逐一对比分析。在对政党的研究过程中，通过分析 政党纲领中涉及宪法第9条的相关条例，以掌握政党对宪法第9条的核心思想。 同时，通过对比21世纪历任首相的个人宪法观，结合其任期内实行的相关政策， 以把握首相在宪法第9条问题上的态度变化趋势。通过2003年至2017年选举中 的舆论调查数据，比较国会议员与选民的宪法第9条政治观及其变化情况，以掌 握两者对于宪法第9条政治观的现状与变化发展趋势。在此基础上，通过不同政 治主体关于宪法第9条政治观的综合分析，对宪法第9条修宪的可能性进行现状 梳理与预判。 综合21世纪日本主要政治力量对于宪法第9条政治观的现状与发展变化， 可以得出，日本在短期内实现宪法第9条修宪的可能性较小。日本现任首相安倍 在其任期内完成修宪的政治夙愿也可能落空。 关键词：宪法第9条，日本政党，选举，修宪 I ABSTRACT Since the 21st century,the amendment ofArticle 9 of the peaceful constitution has become increasingly popular in the elections of the house of Representatives and the Senate. After entering the new century, Japan ’s major political forces will have a criticalrole in theLDP ’sconstitutionalrevisionprocessin responsetoArticle 9ofthe Constitution anditschangingtrends. In order to find out the impact of Japans major political forces on Article 9 of the Constitution, and to know the status and trend of Article 9 of the Constitution accurately, this article focuses on the attitude to Article 9 of the Constitution from various actors, such as political parties, prime ministers, parliamentarians, voters around, through comparative analysis. In the process of research and analysis of political parties, comparing the relevant regulations of the political party program involving Article 9 of the Constitution, to get the core ideas of political parties on Article 9 of the Constitution. At the same time, through the personal constitutional view of prime ministers after the 21st century, combined with the relevant policies implemented during their tenure, in order to find out the trend of the Prime Ministers attitudeonArticle 9ofthe Const
