城市公共文化服务质量提升机制研究——以温州城市书房为例.pdfVIP

摘 要 伴随着社会经济发展水平的提高,公众的公共文化服务需求呈现出结构复杂 化、类型多样化的特点,公众期望政府提供高质量公共文化服务的诉求也越来越 强烈,公共文化服务质量问题也变得尤为突出。近年来，以城市书房为载体的新 型公共图书馆所提供的公共文化服务正逐步实现均等化、标准化、信息化、社会 化，但是当前我国公共文化服务体系正处在 “规模扩张”的发展阶段,追求数量 和速度优先,缺乏对公共文化服务质量的关注,尤其缺乏对地方政府提供公共文 化服务质量的关注。这在相当程度上影响了公共文化服务体系的完善和人民满意 的服务型政府的建设。这种状况必须尽快加改变。 本文以温州市城市书房的发展为研究案例,通过文献研究、调查访谈、实地 调查等方式，对城市书房的公共文化服务质量进行分析研究。论文主要内容如下： 第一部分介绍城市书房和公共文化服务质量的相关理论,以温州市城市书房为案 例对城市公共文化服务质量开展相关探索。第二部分对公共服务、公共文化服务 质量进行研究分析，研究分析温州市城市书房。第三部分通过对温州市城市书房 相关数据的研究和对实地和相关人员进行数据采集，提出当前温州市城市书房在 公共文化服务质量方面存在的问题，并进行原因分析。第四部分针对以上分析结 果,提出城市书房公共文化服务质量问题解决及提升对策。通过研究形成富有特 色的公共文化服务质量提升理论架构，为城市书房的公共文化服务质量提升提供 必要的理论支撑。 关键词：城市书房；公共文化服务质量；文化需求 I Abstract With the improvement of social and economic development , the public demand for public cultural service presents the characteristics of complex structure and diversified types. The publics demand for high-quality public cultural service is becoming increasingly strong, and the quality of public cultural service has become particularly prominent.In recent years,thepublic cultural serviceprovidedby thenew public library with city’s study gradually realizes equalization, standardization, informatization and socialization. However, at present, the public cultural service system of our country is in the development stage of scale expansion,with the pursuit of quantity and speedpriority and the lack of attention to the quality ofpublic cultural service,particularkly, there is a lack of attention to the quality of public cultural serviceprovided by local governments.It has affected the improvement ofthe public cultural service system and the construction of a service-oriented government that the people who are satisfied with. This situation must be changed as soon as possible. This article takes the development of city’s study in Wenzhou as a case and analyzes the
