Business Consulting Systems Development Competency Model PAGE 3 Systems Development Complexity Evaluation Matrix Determine the overall complexity of the engagement by mapping the specific characteristics of the engagement to the Complexity Evaluation Matrix. An engagement will be classified as low, medium or high complexity, or out-of-practice-scope. Engagement complexity is measured in three different areas: Application, Architecture and Organization. Assign a complexity rating--Low, Medium or High--to each individual characteristic; these ratings carry base values of 1, 2 and 3, respectively. Multiply your base rating by the characteristic’s assigned weight to determine the weighted rating. To determine the overall rating, sum the individual scores and compare the total score to the ranges defined for low, medium, high complexity and out-of-practice scope. Out-of-practice-scope means that the engagement is beyond the scope of Arthur Andersen’s custom systems practice and should not be undertaken without significant review by and approval from Advanced Technology Group management and BC geographic area management (Americas, EMEIA or Asia/Pacific). Such engagements are more likely to fall within Andersen Consulting’s practice scope. Complexity of the engagement or target sales opportunity will significantly affect staffing and skills requirements.
