Keywords: Double main line four-step; 4G ; customers perceived ability to control 1.4G网络及移动行业发展概述 随着4G网络和业务的快速发展和普及，更多的移动通信服务模式的推出，2/3G的网络使用已经无法满足人们目前的网络使用需求了。随着人们生活节奏的加快，以及新型网络沟通、娱乐模式的不断崛起，人们的移动通信业务需求嫣然已从2/3G时代的以电路交换网络为主的简单的语音、短信业务，转变为对无线网带宽需求快速膨胀和对无线环境敏感、以IP包分组交换网络为主的各式各样的互联网业务，且人们的业务质量意识和对服务的要求越来越高。因此对于无线网络而言，传统2/3G时代的简单的以基站级别指标为主的监控模式，需转变为兼顾并适度倾斜对无线环境敏感的重点区域级别、甚至重点区域的小区级别无线指标的监控模式；对于核心网络而言，传统2/3G时代的简单的某几个电路交换指标即基本足够反映客户感知和网络质量，而在4G时代需转变为以IP路由为基础且尽可能反映端到端网络和业务质量的指标。这也是本文“双主线”中所体现出来4G网络的优势和管理优势，即：无线网重点区域监控和全网性能监控所带来的优势。 然而，在实际的监控过程中，由于网络规模大（如广东移动），各种信令、性能、网络指标多而繁杂，但资源有限，不可能对所有基站、小区和所有指标都作统一的监控模式，因此需集中有限资源，优化少量重点指标，确保网络故障主动发现能力达80%及以上。同样的，网络规模大、网络结构复杂的情况下（如广东移动），庞大的全网告警量达到每天约300w条以上。目前在IP包交换为主的网络下
