摘 要 国有资产属于国家所有即全民所有，企业国有资产是其重要组成部分，管好 企业国有资产、不断完善国资监管体制是国有企业改革发展、国有资本不断做强 做大的重要保障。党的十八大以来，随着新一轮国资国企改革的深入推进，在地 方一级层面，如何以管资本为主不断完善和创新国资监管体制，推动国有资本做 强做优做大，有效发挥国企的引领带动作用，进而促进地方经济发展，是一项重 要工作和研究课题。 本文运用文献研究法、实证研究法等方法，以产权理论、委托代理理论和政 府市场调控理论为理论基础，系统阐述了徐州市属国有企业国有资产监管体制改 革发展的历史和现状，深入分析当前监管存在的问题，即监管体制机制不够健全、 资产盈利能力和运营能力偏低、布局不够合理、法人治理结构不健全、市场化经 营机制不完善等，认真剖析问题产生的原因，在总结借鉴国内外先进经验的基础 上，提出相关对策建议，即通过准确把握功能定位、明确职责分工、优化监管方 式、深入开展授权经营，加快以管资本为主国资监管职能转变，同时进一步优化 国资布局结构，完善中国特色现代企业制度，建立市场化的经营机制。 该论文有图6 幅，表3 个，参考文献55 篇。 关键词：国有资产；国有企业；徐州市；国有资产管理体制；管资本 I Abstract State owned assets are owned by the state, that is, owned by the whole people. The state-owned assets of enterprises are an important part of state-owned assets. To manage the state-owned assets of enterprises well and improve the supervision system of state-owned assets is an important guarantee for the reform and development of state-owned enterprises and the continuous strengthening and expansion of state-owned capital.
